UIU File 2020-004: The Defector

Summary: On February 3rd, 2020, several unidentified persons were seen in and around the perimeter of what is believed to be the Site-81 of the Foundation. After analysis, Site-81 had a containment failure when the suspect was apprehended.

Following his apprehension, the Foundation conducted a drone strike in the woods as a last resort to contain the situation. The suspect escaped along with a UIU reconnaissance team that was monitoring the situation.

The suspect is now in the custody of the UIU at an unmarked location. The following information in this file is a compilation of information gathered from interviews with the suspect, as well as observations from the reconnaissance team.

Tactical Assessment

Reconnaissance Report: UIU-Recon-6 performed a low altitude helicopter drop on February 3rd at 0400 hours outside of Site-81 to scout an anomaly detected outside of the site perimeter. After landing and establishing a crow's nest, Recon-6 reported gunfire from the woods. Soon after the team found a man running in the woods, later named "The Defector". After calling for extract, a drone strike was conducted by the Foundation several tens of meters away from UIU-Recon-6. No fatalities occurred. Later intelligence reports the Foundation believes The Defector was killed by their efforts.

Katherine Mayfield: That was your designation in the Foundation?

Interviewee: Yes.

Katherine Mayfield: Why do you keep that name then?

Interviewee: (shrugs) It suits me.

Katherine Mayfield: As you wish. Can you tell me what about you peaked the Foundation's interest?

Interviewee: I have the ability to create.

Katherine Mayfield: Create what?

The Interviewee creates material (later analyzed to be Graphite Carbon) out of scrap paper on the table, and gives it to the Interviewer.

Katherine Mayfield: Remarkable. What other things can you create?

The Interviewee creates liquid material (out of the carbon he previously created), which splashes onto the table.

Katherine Mayfield: (pause) Water?

The Interviewee nods.

Katherine Mayfield: Am I correct in assuming that your abilities are natural and the Foundation didn't give them to you?

Interviewee: Correct.

Katherine Mayfield: Well then, XXXX, thank you for your time.

Katherine Mayfield: XXXX, you've made a material as of late that we cannot seem to identify.

Interviewee: Why should this concern me?

Katherine Mayfield: You made it.

The Interviewee does not respond.

Katherine Mayfield: Can you tell me what it is?

The Interviewee does not respond.

Katherine Mayfield: Can you tell me anything about it? Do you know anything about it?

Interviewee: Of course I know something about it. How could I make it if I didn't know?

Katherine Mayfield: Does that mean you create it consciously? You know the properties of what you're creating?

Interviewee: Something like that.

Katherine Mayfield: If you don't give me something I can hand you straight back to the Foundation. I already have enough on you to close your file.

Interviewee: That would be most unwise.

Katherine Mayfield: Why? (pause) Were you the cause of the containment breach?

Interviewee: (pause) There's always arguing outside…

Katherine Mayfield: Who?

Interviewee: You… and someone? Your boss, perhaps? (pause) You won't throw me back to the Foundation…

Current Recommendation: The UIU is to continue investing The Defector patiently, allowing his progression/agenda to continue naturally. If at any point The Defector's agenda harms personnel or civilians, the UIU is to close his file and incarcerate him. If The Defector cannot be contained, the UIU is to cover up the investigation and destroy him.
